Abstract

The increasing consequences of climate change have a serious effect on the planet. It is now more needed than ever for enterprises to transition from traditional to sustainable entrepreneurship by integrating sustainable practices into their business models. This research, therefore, investigates the barriers to implementing sustainable practices in small- and medium-sized enterprises (SMEs) within the manufacturing industry and explores effective policy instruments to overcome this. SMEs in the manufacturing industry are high-polluting businesses, and governments use policy instruments to help their transition. Specifically, this research focuses on SMEs in the Municipality of Emmen, employing a qualitative approach through semi-structured interviews with entrepreneurs from various sectors. The findings highlight significant barriers such as complex regulatory support and insufficient external support from governments. The study also identifies effective policy instruments to overcome these barriers, including regulatory and information-based policy instruments. The research highlights the importance of tailored policy interventions that address specific needs and emphasises the role of local governments in fostering an environment for sustainable entrepreneurship. By providing a comprehensive analysis of the barriers and potential solutions, this study contributes valuable insights into enhancing the environmental performance of SMEs in the manufacturing sector, especially in regions where sustainability is not prevalent.
