Abstract

In the current literature and practice, tourism development in the Global North is mostly associated with the concept of sustainable tourism development (STD). In the Global South however, the concept of community based tourism (CBT) the dominant concept in tourism development and has hardly been applied to the Global North. As STD does not specifically focus on developing local, rural communities and CBT does, it is highly relevant to investigate how rural regions and communities in the Global North could potentially develop further through CBT. This is where a literature gap can be found: there are hardly any studies on how community based tourism would apply to the Global North. When analysing other fields of sustainable development literature, the concept of justice has been proposed as a tool to bridge the gap between the global and the local. In addition, although there is little written on CBT in connection to the Global North, there are studies that address justice as an underrepresented concept in CBT. Therefore, this study investigates how the concept of justice could help for the implementation of the more ‘local’ concept of CBT to the Global North. The studied area of this thesis is the municipality of Voorst, which located in the biggest province of the Netherlands: Gelderland. The aim of this research is to determine how the main stakeholders in tourism development perceive the applicability of the concept of justice to help implement CBT in order to generate community and regional development. Therefore, semi-structured interviews have been conducted and have resulted in interesting insights. Overall, residents are far less involved in policy- and decision-making processes related to tourism by the municipality than entrepreneurs. Both entrepreneurs and residents have indicated that they do want both residents and entrepreneurs to be part of tourism development. The municipality should therefore aim to actively involve the residents in this. Furthermore, residents of different villages share varying needs and support of the municipality depending on their village of residence. The municipality should acknowledge these differences and provide equitable support and involvement towards the villages.
