Abstract
Abstract This paper sought to investigate how the adoption of solar panel has impacted social and economic development in Hungary, however the literature examines correlations between economic and social development. Utilizing a systematic literature review and a PRISMA framework the paper examines papers between 2019 and 2025 from EBSCO, Web of Science and Scopus databases. The analysis finds changes have occurred in regulation, spatial distribution patterns, public attitude, knowledge, and necessary behaviour. Findings show that HMKE systems payoff time ranges between 4 and 12 years, while METÁR systems the payoff time is 15-17 years. People’s attitudes have become more positive and more people became more knowledgeable about renewables between 2017 and 2022. The distribution of small-scale PV systems is uneven in Hungary, with three clusters of regions where the number of PV systems are the highest. The regional differences correlate with education level, household wealth, municipal budget and tourism. Behavioural changes due to intermittency are necessary in order to more efficiently use the electricity produced by PV systems. The paper recommends future investigation into the changes in PV policy of the newly elected 2026 TISZA party and future investigation into the impacts of energy shocks on the spread of PV systems and the investigating the inequalities related to PV systems.
