Abstract

The Netherlands faces significant challenges concerning housing and the energy transition. At the same time, energy infrastructure development and residential projects are interconnected. This work aims to make an academic contribution by moving beyond the technical applications of the Dutch energy transition through studying stakeholder dynamics during energy infrastructure development of residential projects. Through the lens of polycentric governance, a historical policy review was conducted and compared with interview insights of ten key stakeholders. The results demonstrate an increasing willingness among stakeholders to collaborate across sectors and integrate disciplines. Still, stakeholders face challenges with the institutional and legislative framework, such as incoherency, limited flexibility and draining legislation procedures. Furthermore, a broader culture shift sparked by grid congestion is emerging among stakeholders. Coherent and flexible policies rooted in a long-term vision could contribute to an institutional space which promotes collaboration and innovation of stakeholders during the planning of energy infrastructure of residential development.
