Abstract

This study examines how residents and frequent visitors of Groningen perceive closed-circuit television (CCTV) surveillance in the city centre. Using survey data from 240 participants, it explores general attitudes toward municipal camera use, levels of awareness, and the role of political affiliation in shaping opinions. The findings show that most respondents significantly overestimated the number of CCTV cameras in the city and had limited knowledge of how surveillance data is stored or whether artificial intelligence (e.g., for facial recognition or automated crime detection) is used. Despite this lack of awareness, a majority expressed support for expanding CCTV coverage, mainly due to feelings of increased safety. Political alignment showed little influence on attitudes toward CCTV, with the exception of beliefs about its effectiveness. The results suggest that public opinion on surveillance is driven more by perceived safety than by detailed knowledge or ideological stance, showing the need for greater transparency and public engagement in local surveillance policy.
