Abstract
This study investigates the extent to which Corporate Social Responsibility (CSR) is integrated into the corporate strategy of Gasunie, a state-owned energy infrastructure firm, and examines the role of formal mechanisms in supporting this integration. Employing a mixed-methods single case study approach, the research combines document analysis, semi-structured interviews, and a cross-sectional employee survey to provide a comprehensive understanding of both strategic intent and organisational practice. Drawing on the framework by Maccarrone and Contri (2021), the study assesses CSR formalisation, integration, and the functional role of formal tools. Findings reveal that while Gasunie has established a strong formal CSR infrastructure (through policies, financial frameworks, and reporting tools) the practical embedding of CSR across departments remains uneven. Formal mechanisms predominantly serve risk prevention purposes, with some evolving toward strategic integration, though their perceived effectiveness varies. Interview and survey data highlight gaps between top-level ambition and day-to-day implementation, underscoring the importance of leadership commitment, cultural alignment, and cross-departmental clarity. External stakeholders recognise Gasunie’s CSR intentions but call for greater transparency and participatory engagement. The study concludes that high formalisation does not guarantee full CSR integration and that contextual factors such as leadership, communication, and feedback loops are critical enablers. It contributes to CSR literature by offering empirical insights from the infrastructure sector and proposes practical recommendations for strengthening CSR governance and stakeholder alignment.
