Abstract
Climate change is rapidly accelerating, and impacts are becoming more severe. After the signing of the Paris Agreement in 2015, countries around the world have committed to mitigating climate change and limit global warming to 2°C. Another important element in the climate change discourse is climate adaptation – making sure the environment is able to withstand the impacts of climate change. This research explores the Dutch climate adaptation policy landscape and analyses the role of evidence in these policies. Semi-structured interviews were conducted with civil servants working in the field of climate adaptation from the Province of Fryslân, Wetterskip Fryslân, and the Municipality of Leeuwarden. These provide insights into the practical experiences in regard to climate adaptation policy making and the extent to which evidence is used to inform policy. Findings from the analysis of the climate adaptation landscape and the conducted interviews show that evidence is largely integrated in climate adaptation policy in Leeuwarden. However, there are political and stakeholder interests that need to be considered as well in the policy making process. Due to the focus on civil servants in this research, future research could on the perception of “evidence” by political decision makers, as well as on the role of political interests and stakeholders in climate adaptation policy making in Friesland.
